Template submission is a two step process:

Enter the email address and posting code you registered with, then a short but meaningful name and description of your template, and the version of your template. The note field does not get displayed to people browsing the exchange but is a way for you to provide any extra information to geeksrus.com staff.
After you click Post, you will be given the chance to upload your template file.
